Miami, January 14, 2025 – The Foundation for Human Rights in Cuba (FHRC) strongly condemns the reported decision by the Biden administration to remove Cuba from the list of State Sponsors of Terrorism (SSOT). This reckless and dangerous act ignores compelling evidence demonstrating the Cuban regime’s ongoing support for international terrorism and its protection of fugitives from U.S. justice.
Cuba has provided safe haven to terrorist organizations and individuals, including leaders of the ELN—a group designated as terrorist by the United States—along with fugitives convicted of violent crimes against U.S. citizens.
While the Cuban regime may release political prisoners in exchange for being removed from the SSOT list, history has repeatedly shown that it has re-imprisoned released prisoners and even a greater number of Cubans who are fighting for freedom and democracy.
This decision represents a farewell gift from President Biden to the dictators and terrorists of the world, undermining U.S. national security and emboldening regimes that threaten global peace and stability. Removing Cuba from the list of state sponsors of terrorism will only facilitate the regime’s continued role in international terrorism while reinforcing its oppressive control over the Cuban people.
The FHRC urges former President Trump to publicly commit to reversing this decision and to reinstating Cuba on the State Sponsors of Terrorism list from day one of his new administration. It is essential that the Cuban regime is held accountable for its actions and that the struggle for the freedom of the Cuban people succeeds.
